Update on Regulations on Scientific and Technological Research Management in Ho Chi Minh city
Ho Chi Minh Department of Science and Technology (DOST) has recently promulgated Regulations of Management of Scientific and Technological Research Tasks in Ho Chi Minh city in 2016, replacing the Regulations No. 3187 on the Management of Programs, Research and Projects of Ho Chi Minh City Science and Technology Development in 2015. Some changes in the Regulations should be noted as follows:
- Each topic or project has only 01 Director of the task;
- VThe extension of time for performing tasks shall be made only once for each task and shall be extended for no more than 12 months for tasks with a duration of more than 24 months and for no more than 6 months for tasks with a duration of no more than 24 months;
- Individuals who register as duty-keepers must have at least 2 years of work experience in the area of the registered task (in Regulations Np. 3187, it is at least 3 years of experience);
- The number of members in the Chairman Board of Science and Technology Program is no more than 5 members (in Regulations No. 3187, it is from 7 to 15 members) and the term of the board is 2 years while Regulations No. 3187 is 5 years;
- The number of members in the Science and Technology Advisory Council is from 05 to 09 while in Regulations No. 3187, it is from 7 to 11 members;
- The new Regulations also specifies the requirements for the product of the task (Point c, Clause 5, Article 18).
