(ICST-HCMC, Sept 12^th, 2017) Conference Smart City 360^o will be opened at 1:30 P.M on September 19^th, 2017, organized by the Institute for Computational Science and Technology (ICST), sponsored by the Ho Chi Minh City’s Department of Science and Technology (DOST), collaborated with PC World Vietnam and Ho Chi Minh City Computer Association (HCA). The conference will contribute great ideas, suggestions to the authorities in building Smart Cities in HCMC in particular and the localities in general.

Ho Chi Minh City takes the lead in socio-economic development of the country, creates a huge amount of data every day, ranging from health, education, environment, transport to economic activity data. With the new technology trend (cloud, IoT, ...), the amount of data generated is increasing at a very fast pace. However, the management and exploitation of this data has not been implemented synchronously and effectively within the scope of the internal sector/ field, have not well met the requirements of specific activity, decision support.

In the overall view, information for management services and value of discovered knowledge will be greater when the resources are integrated and connected accordingly, applied modern technologies. As a result, an urgent issue is the model research to manage and analyze these types of data to solve complex issues, thus making the best decisions for economic development, increasing the quality of life for people.

HCM City People's Committee has established the target of building the city into a smart and worthy city with smart public authorities, smart citizens, smart businesses and smart services for fast and sustainable growth, contributing to the development of the city in particular and Vietnam in general. On May 28^th, 2017, at the meeting of the intelligentsia delegates to contribute to the development of the city, the municipal Party Secretary Nguyen Thien Nhan also asked the scientists to think actively and propose solutions for the city leaders to build a smart city.

The conference Smart City 360^o is organized to find overall solution and the difficulties in building and implementing smart city project in Vietnam. The conference also shared lessons related to building smart city in the world.

According to Dr. Nguyen Trong, Advisory Board of Ho Chi Minh City Computer Association, former head of the National Steering Committee for IT: "Five key things to build a smart city project are: 1. Identify basic information that the people "click" is available and willing to pay as using electricity, water, waste collection services ... 2. Create the environment for smart city including technical environment and social environment. 3. Create a shared databases systems. 4. Create the mechanism of inference, searching, analyzing information as request. 5. Make "switches", "faucets" for technical infrastructure - information services, so that anyone can use them to get basic information easily.

The conference Smart City 360^o  contributes to answer the questions: What is the difference between Smart City and the Modern City? Can an old city be built a Smart City? What is the basic structure of a Smart city? To create that structure, What shall we do? how to do it, how much does it spend, and finally what do the people get from those cities?...

After the conference, from 1:30 P.M to 5:30 P.M, there will be the Gala to welcome the series of events and the Top ICT Vietnam 2017 Award Ceremony. Continuing the series of events, on September 20^th at GEM Center will take place Vietnam ICT Outlook - VIO 2017 and all-day exhibition.
