SMART project - congestion prevention through social network
SMART conference in HCM City (22nd April 2016)
On 22nd April 2016, a conference was held at the Department of Science and Technology (DOST) regarding a geosocial solution for traffic and flooding control in HCM City (as known as the SMART project). Participants were coming from HCM city's departments, including the Department of Transportation, and the Steering Center of the Urban Flood Control Program, also from univeristies and news agencies.

The core of SMART project is CogniCty software, which was fully developed and tested with geosocial intelligence approach, that can be used to collect, analyse and share data in urban areas.

CogniCity is an open source framework for urban data, which harnesses the power of social media by gathering, sorting and displaying real-time situational reports from urgent infrastructure issues such as flooding and traffic congestions. The CogniCity toolset, first trialed through the PetaJakarta.org pilot study, makes crowd-sourced information available in real-time to citizens in need of daily information, and to government agencies to support decision making using a strategy of civic co-management. Importantly, development of the toolset was underpinned by a unique collaboration between academia, government and industry, to develop a system which, through the combination of social media and a publically available web interface, was capable of connecting residents and government to enable a process of civic co-management during flooding events.

The scoping study in HCM City aims to review social media use and communication practices related to flooding and traffic in HCM City through engagements with key stakeholders in the city to inform project development. This phase will also see an initial system test to capture data from the social network API over a short period to examine activity levels and conversations to inform software development.

On behalf of SMART research team, Dr. Huynh Nhat Nam has acknowledged and thanked for valuable feedback and discussion from the participants. The system is expected to be put to the test on March 3, 2017 in a number of places in the city.

Visiting pump stations (23rd April 2016)
On the day after the conference, SMART team paid a visit to the Steering Center of the Urban Flood Control Program and pumping stations of flood prevention projects. The purpose of the field trip was to examine the ability to cope with flood in HCM city. The field trip was also provided initial information for the adaption of the CogniCity software.
